Liverpool is a district with the official title of city in the metropolitan county of Merseyside in the northwest of England, on the north side of the River Mersey. Until 1974 the town was located in the far south west of the county of Lancashire.

A report to the council Cabinet next Friday (April 20) is recommending the city creates a Spatial Regeneration Framework (SRF) for the area around Mathew Street, home of the world famous Cavern Club, that will enable to council to control future use of buildings and attract new investment.

The Cavern Quarter SRF, which will be tendered following cabinet approval, will be accompanied by a new vision which will aim to enhance the quality of attractions and build on the city’s £90m a year Beatles Heritage industry which currently supports 2,335 jobs.

The masterplan, which is expected to go out to public consultation in the Autumn and would include giving the city council Compulsory Purchase powers, will be guided by the findings of a scrutiny panel established in 2016 which carried out an independent review of the area and recommended:

  • A more diverse mix of complimentary uses of buildings that operate 24-hours a day
  • An enhanced and more coordinated Beatles tourism offer with new visitor attractions and information/interpretation points
  • The redevelopment of derelict, under-used and undesirable sites
  • A comprehensive public art strategy for the ‘Cavern Quarter’
  • A way-finding strategy to make the ‘Cavern Quarter’ more legible and permeable
  • Active ground floor uses to create a more vibrant and inviting environment
  • Create a more defined and useable public open space

The report comes as figures show Liverpool’s hotel sector is also booming, with occupancy levels now at a record breaking levels, and the number of hotel rooms across the city set to grow by 14% to more than 9,300 over the next two years.

A recent economic impact report found that the city’s Beatles related industry has been growing at 5-15% a year following the city’s year as European Capital of Culture in 2008 with Cavern City Tours and the Cavern Club now attracting 800,000 visitors per annum and 80% of the Hard Day’s Night Hotel guests classed as international.

But the Cabinet report also states visitors are increasingly looking for a quality experiential visit and there is a clear need to curate a Beatles Heritage offer to cater for this growing demand.

Joe Anderson, Mayor of Liverpool, who has also created a Beatles Legacy group, said: The Beatles are known the world over and not just by those who grew up with them, new audiences are discovering their music all the time and wanting to learn about the bands roots.

“The fact is we have a good Beatles tourism offer but it’s not at the level it could and should be – one that has a world class wow factor that reflects the band’s timeless genius and global impact.

“A lot of progress has been made in the past decade and this new masterplan will seek to build on that and give us the tools to enhance the 24 hour appeal of the area around The Cavern and Mathew Street.

“This is a unique opportunity to establish an experience no other city can offer and one which will sustain thousands of jobs in the hotel, retail and hospitality sectors for generations to come.”

The SRF will also aim to create a safer and more economically viable environment in the Cavern Quarter, which has a boundary encompassing Victoria Street and North John Street to Lord Street and Stanley Street.

Once the draft SRF is produced it would then be subject to a formal consultation period that will be undertaken over a period of six weeks. The feedback will influence the final draft of the document before the city council considers whether to formally adopt it.

Liverpool City Council recently produced and endorsed an SRF for the Ten Streets Creativity District and is currently tendering the production of further SRF’s for the expansion of The Baltic Triangle and the Knowledge Quarter Gateway.

Liverpool is probably best known in the United States as the birthplace of the Beatles. This port city of about 460,000 sits along the River Mersey on England’s west coast near the Irish Sea.

The Beatles were an English rock band formed in Liverpool in 1960, comprising John Lennon, Paul McCartney, George Harrison and Ringo Starr. They are regarded as the most influential band of all time and were integral to the development of 1960s counterculture and the recognition of popular music as an art form.

Where in Liverpool are the Beatles (band) from? South Liverpool. McCartney (Forthlin Road off Mather Avenue) and Lennon (Menlove Avenue) both lived in Allerton. Although Lennon’s house is very close to Woolton (where St Peter’s church is located).

Anfield is a football stadium in Anfield, Liverpool, England, which has a seating capacity of 61,276 making it the fifth largest football stadium in England. It has been the home of Liverpool F.C. since their formation in 1892. It was originally the home of Everton from 1884 to 1891, before they moved to Goodison Park after a dispute with the club president.

The stadium has four stands: the Spion Kop, the Main Stand, the Sir Kenny Dalglish Stand and the Anfield Road End. The record attendance of 61,905 was set at a match between Liverpool and Wolverhampton Wanderers in 1952. The ground converted to an all-seater stadium in 1994 as a result of the Taylor Report, which reduced its capacity.

Two gates at the stadium are named after former Liverpool managers: Bill Shankly and Bob Paisley. Both managers have been honoured with statues outside the stadium: Shankly’s unveiled in 1997 by the Kop Stand and Paisley’s in 2020 by the Main Stand. The ground is 2 miles (3 km) from Liverpool Lime Street railway station.

It was proposed in 2002 for the club to relocate to a new stadium in the adjacent Stanley Park, but after the acquisition of Liverpool F.C. by Fenway Sports Group in 2010 it was made clear this would not happen, with the decision being taken to expand Anfield instead. Construction for an extension to the main stand began on 8 December 2014. This extension, one of the largest all-seater single stands in European football, opened to the public on 9 September 2016, increasing the stadium capacity to 54,074. The Anfield Road Stand is in the final stages of redevelopment as of March 2024 and will bring the stadium capacity to over 61,000.

Liverpool have won the Champions League six times. The first victory dates back to the 1976/77 season and the last from 2018/19. In the following overview you can see in which years The Reds won the most prestigious prize in Europe.

For all of their dominance in the 1970s and 1980s, Liverpool have famously only won one Premier League title since the breakaway competition was launched in 1992. However, they have come agonisingly close to glory on a number of other occasions.

After their last pre-Premier League title in 1989/90, the Reds finally ended what became a 30-year drought in the 2019/20 season when they ran away from the competition.

Liverpool remarkably won 26 of their first 27 games to leave the challengers in their dust. Even with a late wobble during ‘Project Restart’ following the three-month Covid-19 hiatus, the hard work was already done and Jurgen Klopp’s side finished 18 points clear of Manchester City.

Liverpool have had plenty of near misses in the Premier League as well. They finished second behind Arsenal in 2001/02 and again behind Manchester United in 2008/09.

Only a late collapse against Chelsea and Crystal Palace cost them the 2013/14 title, while they have twice finished just a single point behind Manchester City – in 2018/19 and 2021/22 – with points tallies that would have resulted in emphatic title wins in most other seasons.
